City Council Meets on October 17; Spends Majority of Meeting time in Executive Session

The Denver City City Council met in regular session on Monday, October 17, with the majority of the meeting being held in Executive Session.

After the innovation was made by Mayor Tommy Hicks the Council went into the announcements portion of their meeting where Councilman Clinton Bowman made two announcements. He thanked the former Council along with City Manager Stan David and anyone else who was responsible for the iron work taking place on top of the fence that borders the north side of the Denver City cemetery west of town.

“Since I now frequent the cemetery more on a weekly basis I would like to compliment Public Works Director Dave Tedford and his crew with how nice the cemetery looks,” Bowman said. “And now that the iron work is going up on top of the fence it really adds to the looks out there.”

He went onto inform Tedford and the Council that Precinct 3 Commissioner Ty Earl Powell had informed him there would be some street pacing going on within the city limits that were included in his Precinct. That work would commence on Wednesday.

Councilman Mark Sherman than told EDC Executive Director David Mitchell the new fence being installed around the walking trail was also looking nice and was a good addition to that area.

Moving on into the regular agenda the Council unanimously approved the renewal of the for the employee group life insurance policy. There were no rate changes for last year. David informed the Council the city provides a $50,000 life insurance policy for each employee.

David also went over the July 1 to September 30 Investment Report. According to his report the Investment Pools (TexPool and Texas CLASS) has $5,622,893, the checking account has $167,636, and the four Certificates of Deposit total $6,642,801.

He went on to report the Book Value and Market Value of all accounts had a balance of $6,991,118 on June 30, 2016 and now have a value of $6,642,801 as of September 30, 2016.

At the this point the Council went into Executive Session for over an hour to discuss two items on the agenda. These items included to consider the approval for the Denver City Economic Development Corporation to purchase property for over $10,000 and to consider grant of electrical power lines easement in Section 707.

After coming out of Executive Session the Council unanimously approved the Denver City EDC to purchase the property that exceeded $10,000. Anytime the EDC makes a purchase that exceeds $10,000 it must have Council approval.

The Council then tabled the grant of electrical power line easement in Section 707.

In their last item the Council unanimously approved the payment of $177,046.94 of September manual checks and $188,175.72 in regular bills.

They adjourned at 8:15.

Council members in attendance included Joan Breith, Ronald Weir, Robert Hanneman, Clinton Bowman, Mark Sherman, and Keith Mensch along with Mayor Tommy Hicks.

The next meeting will be held on Monday, November 7, at 7 pm in the City Hall chambers.
