City Council for Denver City Met April 15

The Denver City City Council met in regular session on Monday, April 15, where they addressed their agenda.

After the invocation was led by Mayor Tommy Hicks the Council moved on to the announcements. Chief of Police David Hennigan informed the Council the grant he had applied for had been approved and the city should be receiving those funds in October. They will be used for laptop computers in each patrol unit. Hennigan also noted he was fully staffed with both officers and dispatchers.

The minutes from the previous Council meeting was also unanimously approved.

Moving into the agenda the Council unanimously approved to table the next sealcoat project for lack of bids. City Manager Stan David informed the Council two companies had picked up packets with the information for the project, but both companies declined to submit a bid due to being busy with current projects. The area being considered was Main street from Broadway to 15th. David said the Council could seek bids again in March.

In the next item the Council unanimously approved a bid from 1 Priority Environmental Services, LLC for the abatement work at the old D-Mac building. This company from Lubbock submitted a bid of $27,900. Other bids received were from Vanco Insulation, Inc. for $28,725 and Advanced Environmental Services for $48,900.

Once the abatement has taken place the building will then be demolished. The future plans for this area is a new police station and city hall.

Moving on the 2019 Senior Class asked the City for their financial help in sponsoring Project Graduation 2019. This has been a tradition for several years that recognizes the accomplishments of seniors graduating from DCHS. The goal is to provide an exciting late-night celebration that is free of drugs and alcohol and create a safe environment on the evening of graduation. The Council approved a $1,500 donation, the same amount the City has donated in the past.

The Council also unanimously approved $25,000 to go towards the school sponsored summer recreation program. This is a budgeted item that will be used to pay the salaries of those working the program. The school district and city have been in partnership for several years sponsoring several recreational activities through the month of June.

In the last item on the agenda David gave his three-month City of Denver City Investment Report, January 1 – March 31. According to his report the city has $6,905,996 in their investment pools, $567,711 in their checking account at West Texas National Bank and $30 in one Certificate of Deposit for a total of $7,473,736. The balance of all accounts on December 31, 2018 was $6,303,785.

The Council then went into a short Executive Session and came out 15 minutes later. They then unanimously approved the payment of bills that totaled $129,801.15 and Manual checks that totaled $61,811.81 which included $55,101.24 in Natural Gas Transfers.

Councilmembers in attendance included Joan Breith, Ronald Weir, Robert Hanneman, Clinton Bowman, Mark Sherman, and Keith Mensch along with Mayor Tommy Hicks.

The next meeting will be on May 6 at 7pm in the City Hall chambers.
