Commissioners Court Meets October 17,CDA Bill Helwig gives opinion on Pipeline Right of Way Agreement

The Commissioners Court met in regular session on Monday, October 17, where they addressed their weekly agenda.

Criminal District Attorney Bill Helwig met with the Court to give his opinion concerning granting a pipeline right of way agreement between Yoakum County and Monadock Resources. This item had been presented to the Court during their last meeting, but the Commissioners agreed to table it until Helwig could look over the agreement and give his opinion on the different segments of the proposal.

During his discussion with the Court, Helwig noted he could find several questionable areas that in his professional opinion should be addressed before the Court approved the request. After several questions from the Commissioners along with a list of the questionable areas from County Judge Jim Barron the request was once again tabled until Commissioner Tim Addison and Judge Barron could meet with a representative from Monadock Resources to discuss the areas of concern.

Another request that had been tabled at the last meeting was once again discussed at length during Monday’s meeting. The Court had been asked to approve a Petition to Leaco Rural Telephone for the right and authority to bore, lay, construct, install, occupy, use, operate, maintain, repair, replace and remove fiber optic cable between Hwy 380 at Fiber Light Hand Hole and the Sheriff’s Office at Lea County Electric power pole.

Once again Commissioner Addison said he had visited with a representative from Leaco Rural Telephone Company and they had agreed to make a few changes that had been requested by Addison. However, a map provided to the Court did not reflect these changes. Addison said Leaco was good with all the suggestions he had made. He then made a motion to approve the request on the condition Leaco would provide a map to the Court with the appropriate changes. The motion was unanimously approved.

The Court then unanimously approved a letter of resignation from Autumn Corn who had been serving on the Yoakum County Child Welfare Board. The Court did have a small discussion on if the position would be filled, but did unanimously approve the Corn’s resignation.

There was one request to dispose of a computer related item from the CPS office, five line item transfers, and no Soil Conservation request.

Commissioner Woody Lindsey informed the Court that himself and Commissioner Ray Marion had ask the contractors of the new Denver City Community Building to raise the dirt pad before the foundation was poured. They also said things were once again progressing at the site.

The Court settled and directed payments on all accounts against the County.

Commissioners Woody Lindsey, Ray Marion, Ty Earl Powell, and Tim Addison along with Judge Jim Barron were all in attendance.

The next meeting will be held on Monday, October 24, in the County Courthouse starting at 10 am.
