Richard Curtis “Dick” Fletcher, 78, of Robinson, Texas, peacefully passed away in his home on February 6, 2022, after a lengthy battle with cancer.
Services will be held Wednesday, February 16th, at 10:00 am, at Columbus Avenue Baptist Church in Waco. Burial will follow at Robinson Cemetery. Visitation will be held on Tuesday, February 15th from 6 pm to 8 pm at Pecan Grove Funeral Home.
Dick, as he was known to everyone, was born on March 2, 1943 to Frankie Lyles and Clemmie Agnes Fletcher in Vernon, Texas. He graduated from Breckenridge High School in 1960. After graduating from high school, Dick worked for KSTB radio station as News Director and Chief Engineer in Breckenridge, Texas. He then moved to Brownfield to work for sister station, KKUB. It was in Brownfield that he met and married Doris Brinson. They wed on July 29, 1967 in Brownfield.
In 1968, they moved to Abilene where Dick worked for KNIT Radio. After a few years, they moved to Galveston where he worked for KILE Radio. While in Galveston, Dick earned his Associate Degree in Criminal Justice from Galveston College. It was at this time that Dick decided he wanted to pursue a career in law enforcement. Dick and Doris moved to Brownfield where he was employed by the Brownfield Police Department, eventually earning the rank of Lieutenant.
In 1976, he made his entry into Brownfield city government, promoting to Administrative Assistant to the City Manager. In 1978, he was promoted to Assistant City Manager. He attended night classes at Texas Tech University during this time and earned his Bachelor Degree in Political Science in 1982. In 1983, he was promoted to City Manager. He served Brownfield as City Manager until retiring in 1998. After relocating to Robinson, Texas, he served as Robinson City Manager from 1998 until retiring again in 2009. After retiring from Robinson, he served as the Interim City Manager for Marlin, Texas for 15 months. During all those years, he still kept his peace officer commission, serving as a reserve officer for Brownfield and Robinson Police Departments. For a short time in Robinson, he served as Police Chief as well as City Manager.
While in Brownfield, Dick was a member of the Brownfield Volunteer Fire Department. He was also a member of the Optimist Club and Red Coats. He was the Chief Goodfellow, heading up the Goodfellow’s yearly Christmas deliveries. Dick was named the Terry County Citizen of the Year in 1993.
Dick served as the Regional President of the West Texas City Management Association, Region 2. He received the 20, 25, and 30 Service Year Awards from the Texas City Managers Association (TCMA) as well as the Life Membership Award. He was very active in the TCMA, serving on the Board of Directors, the Ethics Committee and the Legacy Leaders Task Force. He held a Master Peace Officer Certification through Texas Commission on Law Enforcement (TCOLE). He was also a TCOLE Instructor and Crime Prevention Inspector.
During his retirement, he was active in the Texas Baptist Men’s Organization helping communities clean up and rebuild after disasters. He also installed sound systems in several new churches. He also enjoyed researching family history and traveling to verify research.
He was met in heaven by his parents and two brothers, Lowell Fletcher and Don Fletcher.
He is survived by his wife, Doris, two daughters, Debbie Cox and husband David, Paige Drumma and husband Billy and three grandchildren, Aaron Cox, Darbie Cox and Madeleine Drumma.
