The Honorable Commissioners Court of Yoakum County Convened at 10:00 a.m. in the Commissioners Courtroom of the County Courthouse in Plains, Texas, on Monday, August 3 where they addressed their weekly agenda.
Those in attendance included Commissioners Woody Lindsey, Ray Marion, Tommy Box, and Tim Addison along with County Judge Jim Barron.
Others present for all or part of the session included Summer Lovelace, County Clerk, Darinda McWhirter, County Auditor, Darla Welch, County Treasurer, Jan Parrish, Tax Collector/Assessor, Crystal Gonzales, Human Resource Director, Toni Jones, County Judge Assistant, Criminal District Attorney Bill Helwig.
Moving into the agenda which started with the payments of all bills which included County bills of $284,000.63 and hospital bills that totaled $177,545.97. The Commissioners unanimously approved the payment of all bills.
The first item on the agenda centered around the hiring of a new full-time employee in the Treasurer’s office. Judge Barron made the motion to hire a new full-time employee, but due to the lack of a second the motion died.
However, after more discussion Commissioner Woody Lindsey made a motion to allow the hiring of a 29-hour employee in the Treasurer’s Office. This motion also failed due to the lack of a second.
It is expected for this item to be back on the agenda for the next meeting.
Moving on to the next item the Commissioners unanimously approved a $640.52 donation from the Plains Yoakum County Cemetery Association to Yoakum County.
In the next item a motion was made by Commissioner Addison to approve the 2020 Order Appointing Election Judges. The motion was seconded by Commissioner Box and was unanimously approved by the Court.
County Clerk Summer Lovelace requested funds from Hava Funds for CTSI to a segment for the Courthouse Network. The total cost is $8,752.36. The motion was unanimously approved.
Criminal District Attorney Bill Helwig was in attendance asking the Court to approve the deputation of Jeremias Rodriquez as his new special investigator. The request was unanimously approved.
In the next item a motion was made by Commissioner Addison to approve the changes to the Cafeteria Plan Health Savings as presented by Crystal Gonzales, Human Resource Director. The motion was seconded by Commissioner Box and was unanimously approved.
After a small discussion a motion was made by Commissioner Lindsey and seconded by Commissioner Addison to allow payout of safety hours on final paychecks and to allow HR to make the change in the policy manual. The motion was unanimously approved.
A motion was made by Commissioner Addison and seconded by Commissioner Lindsey to approve QUIPP Payment transfer of $130,949.05 to Shinnery Oaks and to add that amount to today’s bill list. This motion was also unanimously approved.
There were no road crossing permit applications, no request for the disposal of county equipment, five-line item transfers, and no Soil Conservation request.
A motion was made by Commissioner Addison and seconded by Commissioner Box to approve the no new revenue tax rate and the voter approval tax rate. The motion was unanimously approved.
The next scheduled Court session will be on Monday, August 10 starting at 10am in the Commissioners courtroom.
