Yoakum County Commissioner Court Meets March 2

The Honorable Commissioners Court of Yoakum County Convened at 10:00 a.m. on Monday, March 2 in the Commissioners Courtroom of the County Courthouse in Plains, Texas, notice of SPECIAL meeting having been duly posted as required by law.

After looking over the bills a motion was made and unanimously approved to pay the bills. This included County bills that totaled $136,524.98 and Hospital bills that totaled $156,180.22. The County bills included a $100,000 transfer to Shinnery Oaks nursing home in Denver City.

In the first two items on the agenda the court unanimously approved two donations from Tommy and Cindra Box for the summer reading program for both the Plains Library and the Cecil Bickley Library in Denver City.

Moving to the next item the Court unanimously approved expenditures from equipment line item from Criminal District Attorney Bill Helwig for the purchase of a computer for the CDA investigator. The total cost for the computer will be $2,260.53.

Sheriff David Bryant addressed the Court concerning his annual 2019 Racial Profiling report. There were no issues concerning racial profiling in Yoakum County during 2019.

Sheriff Bryant also requested reimbursement for comp time for Deputies Williamson and Martinez. Williamson was granted 40 hours and Martinez was granted 22 hours. The Court unanimously approved these hours.

In the next item the Court was asked to consider and take appropriate action on the transfer of a portion of a lease agreement at the Yoakum County Airport in Plains. Jerry Parrish had requested permission to lease a hanger to Ronnie Robertson. The hanger contains a welding business and is currently not in use for housing an airplane. Commissioners Tim Addison as well as Commissioners Woody Lindsey and Ray Marion all had an issue with this arrangement with their biggest concern being if it was legal to rent/lease a hanger intended for airplane use to a private business.

Commissioner Lindsey said all the hangers at the Denver City Airport were strictly for airplane use and not for a private business and until they could get some advice on the legality of using a hanger intended for airplane storage and not a private business he was against the leasing of that particular hanger.

It was noted that this particular hanger is not the only one at the Plains airport that is being used for a private business.

After several minutes of discussing the issue Judge Jim Barron made a motion to approve the transfer from Parrish to Robertson. However, the motion died with no second from the four commissioners. This was followed by a second motion to table this issue until the next meeting. Judge Barron voted against this motion while the four commissioners all voted for tabling this item.

There were no road crossing permit applications, several items from the Sheriff’s department were approved for disposal, no line item transfers, and no Soil Conservation request.

Commissioners Woody Lindsey, Ray Marion, Tommy Box and Tim Addison along with County Judge Jim Barron were all in attendance.

The next meeting will be held on Monday, March 9 at 10 am in the County Courthouse.
