Yoakum County Commissioners Court Meet June 13

The Commissioners Court met on Monday, June 13, where they addressed their weekly agenda.

It was the first of the month so that meant it was time for department heads to give their monthly reports. County Treasurer Barbara Wright reported to the court that the county had a beginning May balance of $45,908,020.13 and an ending balance of $45,046,524.02. In the absence of Tax/Assessor Collector Jan Parrish, County Judge Jim Barron reported her office had collected $68,712.14 in taxes during the month of May.

Other financial reports were heard from the Sheriff’s Office, County and District Clerk’s Offices, and the Landfill which serves Denver City, Whiterock, and Plains.

Bill and Pam Rowe as well as CJR both made $100 donations to the Plains and Denver City Libraries for the 2016 Summer Reading programs.

Precinct #2 County Judge Troy Scott was in attendance requesting funds for the purchase of two chairs for his office. Each chair had a price tag of $736.38. Judge Scott informed the Commissioners he had $1,100 set aside in his budget for the chairs but was requesting additional funds from a line item transfer to pay the total cost for the chairs. Commissioner Ty Earl Powell made a motion to approve transferring $372.76 from an undesignated line item, but both Commissioners Tim Addison and Ray Marion felt like that price was a little high and wanted Judge Scott to find something more economical that was in the budgeted range. Powell’s motion failed due to a lack of a second. Judge Scott thanked the Court and said he would attempt to find something that fell into his budgeted amount.

Criminal District Attorney Bill Helwig was to meet with the Commissioners concerning taking action for financial assistance from contingency fund for the overflow of drug cases but was unable to attend. Judge Barron said it would be put on next week’s agenda.

The Court then unanimously approved a petition to Wishbone Texas Operating, LLC for the right and authority to bore, lay construct, install, occupy, use, operate, maintain, repair, replace and remove one low pressure water line under County Road #310/Edwards Road in Yoakum County.

The Court also unanimously approved a petition to Oxy Permian for the right and authority to bore, lay, construct, install, occupy, use, operate, maintain, repair, and remove gas pipeline under County Road #330 in Section 761 and Section 804 and County Road #335 in Section 740 and Section 741.

There was one request for the disposal of a computer related item from Judge Scott’s office, no line item transfers, and no Soil Conservation request.

There also no new action on the Senior Citizen building. Commissioner Marion informed the Court that Level 5 Design group would be at the next meeting to present the final plans for the new Community Building. They had originally been scheduled to attend the June 13 meeting.

In auditing and settling all accounts against the County the Court approved to pay $126,923.82 from the General Fund, $9,565.71 from Precinct #1, $17,373.54 from Precinct #2, $3,866.02 from Precinct #3, $3,539.82 from Precinct #4, $511.99 Civic Center, $2,110.18 to the Yoakum County Landfill, $68.10 to the Library Grants Fund, and $2,300 to Permanent Improvement for a grand total of $166,259.18.

In medically related items $122,613.37 was paid to the hospital fund, $14,700.59 to West Texas Medical Center, $4,452.69 to the Plains Clinic, and $673.57 to the Plains Lifestyle for a grand total of hospital bills of $142,440.22.

Other medically related bills included $2,052.49 to Home Health and $11,710.95 to the Dialysis Center for an overall total of $156,203.66 of medically related bills.

Commissioners Woody Lindsey, Ray Marion, Ty Earl Powell, and Tim Addison along County Judge Jim Barron were all in attendance.

The next meeting will be held on Monday, June 20 at 10 am in the County Courthouse.
